There were no instructions given to government clinics and hospitals to refuse treatment to patients wearing shorts, said Deputy Health Minister Datuk Seri Dr Hilmi Yahaya. He told reporters at a blood donation event organised by Malay Colleges Old Boys' Association (MCOBA) today that it was the function of clinics and hospitals to give treatment, regardless of what the patient wears. This follows an incident last week where two government clinics and a hospital refused to give a child treatment because his mother wore shorts. "There has never been any directive to deny treatment based on dressing. This is just the clinic's sentiments. Patients just have to dress decently enough to be in public," he said. Hilmi added that dressing was not a condition for a patient to receive treatment. "Islam has its rules on its followers so it is not an issue. For non-Muslims, just dress decently. There should not be any problems," he said. It was reported by China Press that a boy in Saleng, Johor Baru, was denied treatment at a clinic after cutting his finger, the clinic citing the reason being due to his mother wearing shorts. They proceeded to go to another 1Malaysia clinic and then Kulai Hospital, where they were denied treatment again both times before finally being treated at a private clinic. When asked whether the ministry would investigate the matter, Hilmi declined to say so whether an investigation would be made.

Rafidah: Stop youths from vaping

PETALING JAYA: The Cabinet must act quickly on the vaping issue before the habit becomes pervasive, says former International Trade and Industry Minister Tan Sri Rafidah Aziz.
“Do not let the vaping problem characterise the ‘new’ lifestyle of our young ... a problem among schoolchildren and youths.
“Once it is pervasive it would be a huge problem to manage ... let alone resolve,” she said in her latest Facebook post on Saturday.
She said the Government should not politicise health issues, adding that “it is tantamount to being callous about potential negative health impact of smoking and vaping”.
“I am certain that the public at large are concerned, as opposed to the minority who wants vaping to be left alone,” she said.
Rafidah also pointed out that it was useless to raise the duties on cigarettes if the Government freely allowed equally harmful cigarette substitutes to be easily available with no rules enforced.
“There will indeed be a migration to vapes,” she said, adding that Singapore and Australia had already imposed bans on vaping.
She said there should not be any quibble on statistics as to how much nicotine would kill, but that it was about preventing a new habit being formed among the young.
Youths, she said, should be moulded to have positive and progressive mindsets free from the constraints of and form of addiction as it had the potential to sap their energy and impair their health.
“More so when the young of today need to be at their best to compete,” she added.
However, Rural and Regional Development Minister Datuk Seri Ismail Sabri Yaakob said the latest Health Ministry directive to only allow licensed pharmacists and registered medical practitioners to sell nicotine-laced vapes would“kill the Malay-dominated industry”.
He expressed shock over the ministry’s move, saying that vape sellers could no longer be in business “as giant companies own the pharmacies, including the foreign ones”, he said in his latest Facebook post yesterday.
He hoped the Health Ministry could review its proposal by taking into account the losses that these businesses might incur.
Ismail Sabri also wants Malaysian e-vaporiser products to become globally known.
“And what will make us more proud is that it will also be the creative works of young Malays and the bumiputra,” he added.
Vaping became a controversial topic after the Health Ministry decided to crack down on vape shops, and seize vape liquids that contained nicotine, a controlled substance.

Social Crisis in Malaysia’s Rural Heartlands
Political stewards of kampung life ignore the problems
Over recent years, crime, domestic violence, incest and rape have afflicted Malaysia’s ruralkampungs, creating a domestic and social crisis in the heartland. There are concerns that decades of state neglect and politicization of infrastructure at the very grassroots of society have been accompanied with a decay of morals and ethics, with critics sounding concerns that sexual abuse of girls and women is destroying the social fabric of society.
The long term solution is a shift in Malay culture, which would meet great resistance within society as the current balance of power favors chauvinistic males who hold the reins with little female intellectual input.  There is no better example than the case of former Malacca Chief Minister Abdul Rahim Thamby Chik, who in 1995 was charged with having sex with a 15-year-old girl.  When the opposition Democratic Action Party leader  Lim Guan Eng brought the matter to the attention of parliament, Lim was instead charged with sedition and the 15 year-old girl was arrested as well.
Police have been accused of suppressing crime figures, and the government of suppressing additional problems. Ministers have denied that this is a “Malay problem” and religious authorities have put the blame on the victims. Incest, rape and pedophilia are not even mentioned in the Government’s transformation initiative to fight crime.
The brutality of some cases is shocking. Just recently, a 17 year old girl, Intan Suraya Mawardia, was raped and had her throat cut, allegedly by her security guard boyfriend in Balik Pulau, a rustic township on the back side of Penang Island. A security guard with possible accomplices gang raped, sodomized, and strangled to death an 8 year old girl in the Tanjung Putih orangutan preserve in Johor. A bus driver, Hanafi Mat Hassan raped and a strangled computer engineer, Noor Suzaily Mukthar in a bus at a remote site in the Kuala Lumpur suburb of Shah Alam. 
Over the past decade or so, cases of children raped by close relatives who should be trusted protectors of children are horrific.

A man with multiple wives sought their assistance to rape five of his daughters aged between 12-15 years repeatedly over a period of 18 months until one of the daughters reported him to the police. Two became pregnant and had abortions.

A rape is reported every two and a half hours in Malaysia. However there could be as many as 40 rapes a day occurring across the country.
A 2013 Parliamentary report recorded more than 3,000 cases of rape and incest, of which 1,424 directly involved rape. 90 percent of these rape cases involved underage girls, with 80 percent of the accused perpetrators known by the victim. It is estimated that only 20 percent of rapes and incest are reported. In only 20 percent of those reported are the accused actually charged, with only 3 percent actually convicted.
Contact abuse, voyeurism, self-exposure, and child pornography are not included in the above statistics.
In many of these cases, rapes were carried out not by strangers, but by people close to the victims. The perpetrators were people who were supposed to be protectors of the victims – fathers, stepfathers, brothers, uncles, and even mothers. Most go unreported until a pregnancy occurs.
The majority of perpetrators of these crimes come from low socio-economic rural environments, many from plantations, are relatively uneducated and earning below average wages. Some 66 percent of the perpetrators were Malays, 82 percent were over 50 years old, while the victims were under 16. Perpetrators often claim sex is their right from a daughter and that the acts are consensual. They often claim that the victim was manja(affectionate), and the act occurred because of ‘suka sama suka’ (consent), even though she was a child. Some claimed the children were temptresses and “ripe for the plucking.”

Many perpetrators have a proprietary attitude of ownership over their children according to Universiti Sains researcher Rohana Ariffin, and Rachel Samuel of UiTM Melaka. The study said men often used persuasion, coercion, manipulation, the power of their relationship, and religious dogma to have sex with their victims. Some believe that the Quran allows them ownership over their daughters and claimed they are rightfully their sex slaves according to Islam.

Minister in the Prime Minister’s Department Jamil Khir Baharom only attended a closing ceremony of a symposium during his US trip, using funds meant for the needy, National Oversight and Whistleblowers Centre (NOW) director Akmal Nasir claims.
Yet, Akmal said, Yayasan Pembangunan Ekonomi Islam Malaysia (Yapeim) paid for Jamil Khir and his wife to spend four days in the US in May last year.
“According to this approved itinerary, Jamil Khir was only scheduled to attend the closing ceremony of 'Simposium Perdana: Perkahwinan, Kekeluargaan, Pergurusan dan Isu-Isu Semasa Negara',” he said.
He said based on the programme, the four-day trip included a round of golf and a visit to a high-end shopping outlet.
The PKR Johor information chief also claimed that the original estimated cost for the programme was RM410,978.56, but it ballooned to RM590,000.This is for a delegation of 100 people.
Not just one programme
Jamil Khir in a statement yesterday denied claims that he abused the funds meant for the needy.
He said he travelled to the US on official duty on May 21-29, 2014 for programmes organised by foundations under his purview, in co-operation with the Malaysian High Commission and Education Malaysia (EM) Chicago.
He said it was in conjunction with the Mid West Games, attended by 1,000 students from the US and Canada.
Other programmes include the seminar on marriage to help students understand the Islamic requirements of marriage, and meeting students, business community and other"target groups" in Indianapolis and Washington DC.
Participants include Yapeim’s Skim Anugerah Kecemerlangan Pelajar Nasional (Santun) aid recipients, he said.
He added that the round of golf was organised by EM for the minister, ambassador and embassy staff.
“Therefore claims that I had gone to the US for leisure using orphans’ money is slander meant to undermine my credibility and dignity as minister in the prime minister’s department,” Jamil Khir said.
He gave Akmal 24 hours since yesterday to apologise or face legal action. Akmal refuses to say sorry.

Malaysia has improved its ranking on a global terrorism benchmark slightly, placing 49 out of 162 countries in the latest report produced by Australia-based Institute of Economics and Peace.
The Global Terrorism Index 2015, released yesterday, seeks to measure the number of terrorist incidents, fatalities and casualties as well as damage to property in a country, and showed Malaysia was up from its 48th spot last year.
The downing of Malaysia Airlines flight MH17 over strife-torn Ukraine on July 17 last year from a missile that killed all 298 people on board was also attributed to an act of terrorism that put the incident as in fifth place out of 20 most fatal terrorist attacks in 2014.
The country’s score of 3.579 this year from 3.04 over 10 still puts Malaysia on the lower scale of the index in which zero denotes no impact of terrorism while the higher the number, the greater the impact of terrorism on the population.
But the report noted that Malaysia was among the top 17 source countries in the Organisation for Islamic Cooperation (OIC) that have seen its people fight for the Islamic State (IS) in Iraq and Syria.
Neighbouring Indonesia too was noted as among the top exporters of IS fighters and was ranked 16 on the index.
Regionally, the most terrifying country in Southeast Asia last year was Thailand, according to the index, taking over from the Philippines.
Malaysia’s northern neighbour recorded the most number of terrorist incidents domestically in 2014, which ranked it 10 out of 162 countries while the Philippines dropped two rungs to 11th place.
Singapore and Vietnam, along with 37 other countries tied at 124th spot with a score of zero, indicating no negative effects from terrorism.
The 2015 report findings said deaths from terrorism increased 80 per cent last year to its highest level ever as the global cost of terrorism reached all-time high at US$52.9 billion.
It said 32,658 people were killed by terrorism in 2014 compared to 18,111 in 2013.
One of the more worrying trends highlighted by this year’s report is the sharp increase in the number of countries suffering major terrorist activity.
There was a 120 per cent increase in the number of countries that suffered more than 500 deaths — 11 countries in 2014, increased from five countries in 2013.
Terrorism deaths were still concentrated in Afghanistan, Iraq, Nigeria, Pakistan and Syria, which accounted for 78 per cent of all deaths last year but Boko Haram, the Nigeria-based most deadly terrorist group in the world and IS were jointly responsible for 51 per cent of all claimed global fatalities in 2014, the report said.
In the last two years, Malaysian police have been regularly arresting suspects believed to be potential militants with links to the IS.
The latest arrest was earlier this month, where it was reported that eight Malaysian men believed linked to the IS were nabbed in a major police sting operation across three states.
To date, more than a hundred individuals suspected of militant activities have been nabbed by local police.
Malaysia has also reportedly been home or transit points to several suspected key figures in groups such as al Qaeda offshoot, Jemaah Islamiyah, the terror group blamed for the deadly 2002 Bali bombings and numerous other attacks as well as the Abu Sayyaf.

Maira Nazarbayeva, the mother of Datuk Seri Najib Razak's son-in-law, has reportedly used the prime minister's name after being accused of taking a dozen Hermes handbags worth US$400,000 (RM1.7 million) without paying for them.
The New York Post reported yesterday that Maira, who was accused several years ago of being a confidence trickster, had ordered the bags from the Financial District business Samilor in 2014 and 2015 but never paid up.
Citing a Manhattan federal suit, the daily said when confronted, Maira had allegedly threatened to hurt Samilor president Bella Belkin and her family.
"You know who my son is! He is son-in-law of the prime minister of Malaysia!" Maira was reported as saying.
"I will hurt you and your family if you sue me!"
Maira is married to fertiliser tycoon Bolat Nazarbayev, brother of the Kazakhstan president. Her son, Daniyar Nazarbayev, is married to Najib's daughter, Nooryana Najwa.
This is not the first time Maira and her son have been in the limelight. In 2012, they were accused of cheating Bolat of a US$20 million condominium home on Wall Street.
Maira denied the accusations, saying the reports had arisen due to "a private family matter" being "manipulated and exploited by parties with political interests".
In the same year, The New York Post reported that Maira's marriage to Bolat had been annulled after Bolat found out his wife was allegedly wanted by Interpol for a variety of crimes including kidnapping and extortion. However, Maira maintains that her marriage is still intact.
In a separate case, Daniyar was also accused of having fudged his academic qualifications to get into Columbia University in the United States.

Rampant academic dishonesty is alive and well in Malaysia

ONE of the more destructive traits of Malaysia society today is academic dishonesty. It runs throughout many facets of society. Academic dishonesty is not just an education issue, it’s also prevalent within the civil service, business, and even political walks of life.
A few high profile cases of academic dishonesty have arisen over the last few years. Two Federal deputy Ministers, Richard Riot (Human Resources) and Dr Ewon Ebin (Science) were found to have fake degrees a couple of years ago. An executive director of a private college of higher education affiliated with a UK university, and pop star Fazley Yaakob was found to hold two fake degrees, and two public company directors were also found to have fake degrees.
Many prominent figures in Malaysian society have bought ‘bogus degrees’ from unaccredited universities to enhance their qualifications and CVs. There are also cases of Malaysians trying to use fake degrees to get work overseas in countries like New Zealand. However, this lack of academic integrity is not limited to acquiring fake degrees.
A prominent academic has developed a collection of awards that could be considered dubious. Awards such as the Socrates Award in Education, Best Manager Award, and ‘The Name in Science’, awarded by “a designer award mill” called the Europe Business Assembly (EBA), purportedly located in Oxford, UK, appear to grant awards on application and payment, rather than being scrutinized by any international panel. Other such dubious awards include the “Merit of Commandeur” conferred by an organization called the Belgian Chamber of Inventors (BCI), of which any trace cannot be found through internet searches. This is not the first time such awards have been controversial in Malaysiaand the region.
There have been numerous issues in regards to plagiarism. Back in 2013, an Utusan Malaysia writer Ridhuan Tee was accused of plagiarism by a Universiti Teknologi Malaysia lecturer Dr Aril Yasreen Mohd. Yassin. Although the matter was never resolved, Ridhuan Tee was appointed an associate professor at Universiti Pertahanan Nasional Malaysia (National Defence University).
Plagiarism in the copying of internet, book, and article material for publications is widespread within Malaysia, although very few reports ever rise to the public domain.
Adeline Lee Zhia Ern, a Malaysian writer, was caught plagiarizing Jack Canfield’s Chicken Soup for the Soul IV in her first book Lethal Lesson and Other Stories, and her book was withdrawn from the market and destroyed. An editor working for the New Straits Times, Brendan Pereira, was dismissed for plagiarizing the work of U.S. journalist Mitch Albom. Last year, the Malaysian national news agency Bernama suspended a journalist for plagiarizing an article from the Jakarta Post.
Plagiarism is not just confined to books. Australian Masterchef finalist Alvin Quah was accused of plagiarism by Rasa Malaysia’s Bee Yin Low from the Asian food blog Rasa Malaysia.

It was revealed that students understand the university policies are towards plagiarism and cheating, yet due to peer pressure and the feeling of security in the collective culture, large percentages of students partake in cheating in one form or another.
The study went on to state that 95.7% of students had partaken in some form of plagiarism.

The study went on to state that 95.7% of students had partaken in some form of plagiarism, 96% had shared an assignment with other students, 93% had cheated during tests, 92% had falsified data, 86% had cheated in exams, and 90% had copied a friends assignment.
Due to the sheer number of students at Malaysian universities today, it is almost impossible to use tools like ‘turnitin’ to check all students’ work for plagiarism.
In addition, universities are worried about their reputations if pass rates are poor, and often put extreme pressure on lecturers to pass students. Failing a student in some faculties within a Malaysian university would just lead to a long series of meetings and extra work to reassess and pass them, many lecturers have told the writer.
Unfortunately, some staff at Malaysian universities are not good role models to students. In of the few cases that came to public attention two Universiti Putra Malaysia (UPM) lecturers who were caught plagiarizing materials from the internet to produce an effective writing handbook. The action taken against the authors was only a reprimand. A similar case involving a deputy vice chancellor of another university was ‘pushed under the rug’. However the IEEE banned any papers from the academic in any of their journals for 10 years.
Some lecturers use undergraduate student assignments as the basis of papers they publish in academic journals. This accounts for the large number of papers some lecturers are able to produce each year. Student names are rarely added as authors to the lecturer’s submissions to journals.
A number of deans and high office bearers within Malaysian universities specifically hire staff from countries like Bangladesh to ghost write for them. These staff members have no other duties other than to produce papers and even books for their employers. This is in addition to lecturers also putting their superiors name on their papers to carry favour. Some staff members have also been known to employ a ghost writer to research and write their PhD thesis.
Plagiarism is extremely high among lecturers and professors within Malaysian universities, and only occasionally will any academic come out and publically talk about what is going on.
With the push over the last few years for Malaysian universities to rise in the world rankings, publishing has become a very important issue for academics. Universities have put a lot of funds into improving their volume of articles published in academic journals.
Many methods are being used to get articles published and gain citations for their work. Many Malaysian academics are using the ‘checkbook’ to just pay for publication. A number of academic journals are now springing up using a ‘pay to publish’ approach, rather than the ‘double blind referee’ approach traditional to academic publishing in the past. Lecturers also give papers at conferences where proceedings are published in journals after the conference.
If one goes to Google Scholar and checks the publication citations of some of the new universities, it will become very evident that many academics are gaining large numbers of citations for their work within very short periods of time. This has been particularly the case over the last three to four years. High numbers of citations are being generated through the sheer volume of papers where lecturers cite their own work, and make agreements with other lecturers to cross-cite each other’s work.
Many other dishonest activities going on within Malaysian universities include;
    • The falsifying of student appraisal surveys to eliminate criticism of teaching,
    • The ‘cut and paste’ of curriculum from other universities when developing new courses,
    • Some foreign students who fail just to purchase a locally produced fake degree before returning home. Some even go to the convocation and take photos with their friends on graduation day,
    • There are still faculty members with dubious degrees and qualifications within Malaysian universities today. As of today, there are still no laws against this practice, and unfortunately some international universities are cashing in on the Malaysian Ministry of Education’s quest to improve qualifications among public university lecturers. Many Malaysian lecturers are sent to overseas universities which guarantee a pass to gain their PhD.
Fraudulent academic practices and dishonesty is almost an acceptable behaviour in Malaysia today, as the national and institutional leaders have done very little to highlight the seriousness of these offences.
There is currently a very low state of academic integrity within Malaysian universities. However universities are only a microcosm of the general society around them. Academically dishonest people are leniently dealt with in Malaysia, which has given today’s younger generation ‘skewed ideas’ about morality and ethics and so academic dishonesty has become a destructive modus operandi.
The prevalence of academic dishonesty shows that moral and ethical standards are slipping in Malaysia and a whole new generation is being told that it’s OK to steal the creative work and ideas of others. There is a very high tolerance in Malaysian society for fraud, cheating and mediocrity.
Malaysia is now a country where some ministers don’t know their own portfolios, students don’t know their career disciplines, and university professors who just don’t know their fields. This is costing Malaysian society greatly. Mediocrity rather than meritocracy is favoured which will affect Malaysia’s human capital competitiveness in the coming years. This is a problem that is coming from the top of Malaysia’s institutions, where reform is desperately needed.

Like Datukship, Tan Sri and Tunship, PhD is another big joke in Malaysia with no value to the world.

Ketika bercakap pada sidang media yang penuh dengan wartawan dan jurugambar di pejabat peguamnya Americk Sidhu, Charles berkata, Kevin sedang dalam proses menyiapkan kertas pertuduhan itu, ketika bertugas di Jabatan Peguam Negara.
Beliau juga mendakwa adiknya, Datuk Richard Morais, bersekongkol dengan “seseorang” yang mengawal “permainan” melibatkan pembunuhan Kevin.
Charles mendakwa, inilah puncanya kenapa Richard mengambil mayat Kevin dari rumah mayat pada hari sama dia (Charles) memfailkan permohonan kepada mahkamah untuk membuat bedah siasat kedua.
Charles yang kelihatan marah melontarkan kritikan kepada Jabatan Peguam Negara kerana didakwa mempermainkannya.
"Mereka (Jabatan Peguam Negara) pada awalnya bersetuju dengan bedah siasat kedua tetapi membuat pusingan U, dan meminta saya mendapatkan perintah mahkamah," katanya.
Charles juga membuat 18 muka surat akuan bersumpah tentang hubungan adik beradik Morais dan beberapa perbincangan yang dia lakukan dengan adiknya, Kevin, menjelang pembunuhannya.
Dalam SD itu Charles berkata, 2 atau 3 bulan sebelum Kevin meninggal dunia, dia ada memberitahunya sedang bekerja untuk kes yang melibatkan pembesar negara.
"Dia sebenarnya menggunakan perkataan 'kolata ala'. Ia merupakan perkataan Malayalam yang bermaksud 'orang yang tidak baik'," kata Charles merujuk kepada pembesar negara berkenaan. Kevin adalah Malayalee.
Charles yang tinggal di Atlanta, Amerika Syarikat (AS) berkata, adiknya memberitahu melalui telefon menggunakan bahasa Malayalam, kerana bimbang telefonnya mungkin diintip.
Charles berkata, dia memiliki pen drive (pemacu pena) yang dikirim Kevin melalui syarikat penghantaran sebelum beliau meninggal dunia.
"Ia selamat dalam simpanan seseorang di AS dengan arahan ia disebarkan kepada umum jika kejadian tidak diingini berlaku terhadapnya kerana membuat SD ini.
"Kandungan pen drive ini sangat jelas dan tidak kurang pentingnya mendedahkan tentang penyiasatan yang diamanahkan kepada Kevin sebelum dia mati, mengaitkan beberapa personaliti yang sedang berada di pusat kuasa di Malaysia sekarang," kata Charles.
Katanya, dia tidak percaya Kevin dibunuh akibat mendakwa seorang ahli patologi kerana rasuah.
Ahli patologi kerajaan yang disebut itu merujuk kepada seorang doktor di makmal patologi di Hospital Tentera Tuanku Mizan yang didakwa pada Disember 2013.
Kevin adalah timbalan pendakwa raya untuk kes itu.
"Kevin dibunuh kerana sebab lain dan saya yakin motif lain ini ada kaitan dengan dia tahu terlalu banyak tentang fakta kes jenayah pihak di pusat kuasa Malaysia dan dia perlu didiamkan kerana itu," katanya. – 25 November, 2015.
